You don't see EDENCOM ships flying around every day - especially not in nullsec. They're tanky as hell but their weapons are very niche making them not really desirable in PVP unless you have a whole fleet of them. And being expensive as they are - they simply don't get fielded that often. Unless you bump into one by pure accident and in the middle of a 90% drop-chance event!
